Mohd Shafi Khan was born in Balrampur, Uttar Pradesh. He has been a member of Rajya Sabha and a recipient of Padma Shri award. There was a programme at Gonda, a district in Uttar Pradesh, where he recited his poem 'Kisan Bharat Ka' before Pundit Nehru. Nehru was so impressed by his zeal and enthusiasm that he promptly named him 'Utsahi'. Later he was known as 'Bekal Utsahi' in the literary world.
