Fazl Ahmad Karim Fazli was born on 04 November, 1906 at Bahraich in Uttar Pradesh. He received his education in Allahabad and Oxford. He held several important positions as a government servant in Bengal. Following the Partition of India, he migrated from India and worked as Secretary in the department of education in the government of East Pakistan. He also worked as secretary in the ministry that looked after Kashmir affairs. On an invitation from the government of US In 1951, he delivered a series of lectures as a guest lecturer there.
Fazli wrote both prose and poetry. His poetical works were collected in Naghma-i-Zindagi and Chashm-e-Ghazaal. His poetry bears the marks of classical poetry but it is distinguishable for its modernist consciousness. He also wrote on a number of national and patriotic issues, apart from writing two novels Khoon-e-Jigar Honey Tak and Sehar Honey Tak. After his retirement, Fazli lived in Karachi where he made films that bear witness to his remarkable creativity. He died on 17 December, 1981, in Karachi.
