Sultan Mehmood Rizvan was born on 7 January 1929 in Jalandhar. He had started poetry when he was in ninth standard. Adeeb Naugaanvi was his guide who taught him Urdu and Arabic. After partition he migrated to Pakistan. Besides ghazals he composes qataat and songs as well. His pen name is Masroor Jalandhari. He is also a satirist. He is the General Secretary of Bazm-E-Sher-O-Adab of Islamabad. He has retired from a responsible post of a very sensitive department of Pakistan and has now been living in Islamabad. He also writes poetries in Punjabi. Madeeney Ke Qareen is the collection of his naats. Presently he is also compiling a collection of his ghazals. His book was selected for presentation at the Qaumi Seerat conference of 2005.
